CARE—Credit Abuse Resistance Education, is a community outreach program started by Western NY District, U.S. Bankruptcy Court Judge, John Ninfo II, and the Bankruptcy Committee of the local bar association in the Rochester area in 2002. Through the CARE Program, bankruptcy judges, attorneys and court staff members go to local schools to speak with students about how to avoid consumer debt and develop good money management habits. Judge Ninfo proposed the program after having witnessed the financial devastation of credit card abuse on thousands of families. He had heard from many debtors that they wouldn’t have gotten into trouble with debt if someone had come into their high school and talked to them about effective budgeting, the true cost of consumer credit, the need to save for emergencies and the consequences of overspending.
